Manage the full project lifecycle of IT projects within the Government (GOV) sector, ensuring delivery within the agreed scope, timeline, quality standards, and budget.
Work directly with clients, government agencies, and key stakeholders to gather and clarify business requirements and define project scope.
Develop project implementation plans, allocate resources, and establish appropriate milestones and control points aligned with project objectives.
Manage project costs, resources, and budgets to ensure delivery efficiency and optimal resource utilization.
Proactively identify, assess, and manage risks and issues arising throughout the project lifecycle.
Manage project scope and change requests, assessing their impact on project timelines, resources, and costs.
Coordinate and manage cross-functional teams, including BA, Developers, QA/QC, DevOps, and other stakeholders throughout project execution.
Monitor project progress, manage workload, and ensure deliverables are completed according to plan.
Proactively leverage AI tools to support project planning, documentation management, progress tracking, and project reporting.
Organize project meetings and provide regular project updates and reports to clients, senior management, and relevant stakeholders.
Coordinate with clients throughout testing, acceptance, handover, and system go-live activities.
Participate in solution consulting and recommend suitable implementation approaches based on client requirements.
Support the development of project plans, proposals, and documentation for bidding and presales activities when required.
Requirements:
Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field.
4+ years of experience as a Project Manager, Product Owner, or in a similar project management role.
Proven experience working directly with clients and stakeholders throughout project delivery.
Strong ability to plan and manage project scope, timelines, resources, and budgets.
Solid understanding of Agile/Scrum, Waterfall, and Hybrid project management methodologies, including when to apply each approach.
Hands-on experience using AI tools to support project planning, documentation, progress tracking, and reporting.
Strong communication, negotiation, stakeholder management, and problem-solving skills.
Ability to work independently, handle tight deadlines, and manage multiple priorities simultaneously.
Preferred:
Experience managing Fixed-Priceand project-based engagements, with ownership of project scope, cost, resources, and delivery outcomes.
Experience managing large-scale and complex IT projects, involving multiple teams, stakeholders, and workstreams.
Experience delivering projects for Vietnamese/domestic clients, particularly large enterprises, government agencies, or state-owned organizations.
PMP, PMI-ACP, Scrum Master, or other relevant project management certifications.
