JOB DESCRIPTION: HUMAN RESOURCES MANAGER (HR Manager)

• Reports To: Director of Human Resources

I. THE OPPORTUNITY

VinUniversity is seeking a seasoned, systems-oriented HR Manager to lead and optimize our core HR functional pillars within a fast-paced, high-standard international academic environment.

Reporting to the HR Director and managing a dedicated HR team, you will act as a critical operational anchor. This role requires a logical, high-EQ middle manager who excels in system-building, process governance, and cross-functional orchestration. You will direct your team to scale HR frameworks, govern annual cycles, and oversee complex operational services—partnering seamlessly with college-level HRBPs and our Recruitment team.

II. KEY ACCOUNTABILITIES

1. Team Management & Operational Governance

• Lead, mentor, and monitor the performance of HR team members, establishing clear KPIs, operational discipline, and cross-functional synergy across the team.
• Direct the optimization and scaling of HR data management systems, reporting accuracy, and institutional standard operating procedures.
• Manage regular and ad-hoc reporting to relevant government authorities, local departments, the Group, and internal units, ensuring absolute compliance and transparency.
• Serve as the operational escalation point and bridge, coordinating closely with College, Center and department leadership to ensure seamless service delivery and policy implementation.

1. Culture Building, Engagement Events & Employee Experience

• Guide the team in designing and scaling campus-wide culture-building, engagement events, and retention initiatives tailored to a diverse academic community.
• Oversee cultural integration programs that effectively bridge international and local academic environments.

1. Learning & Development

• Supervise and direct the team member in formulating structural training frameworks, professional development programs, and capability-building roadmaps for faculty and support staff.
• Review and evaluate the effectiveness of L&D programs to ensure alignment with institutional standards and growth objectives.

1. Talent Management

• Govern the planning, standardization, and end-to-end execution of core annual talent cycles - including Goal Setting and Performance Review) - led by the team.
• Partner with leadership and college-level HRBPs to analyze performance data, identify talent gaps, and drive structured retention strategies.

1. HR Service & Academic Support Operations (Employee Life Cycle)

• Supervise team members in managing the end-to-end Employee Life Cycle (from onboarding to offboarding, record maintenance, and labor compliance) for all faculty and staff of VinUni.
• Oversee administrative operations, document governance, and budget/procedural management for special groups (such as Adjunct Professors, Visiting Scholars, and Teaching Assistants) to ensure smooth academic support.

1. Compensation & Benefits (C&B) & Employee Relations

• Direct and monitor team members in managing comprehensive C&B operations—including payroll processing, timekeeping, allowances, benefits administration, PIT, and social insurance - alongside contract renewals and market benchmarking.
• Ensure strict adherence to the Vietnam Labor Code and internal regulations across all operational units.

1. Expatriate Management & International Workforce Compliance

• Monitor and provide high-level governance to the HR Service and relevant specialists in handling intricate expatriate cases, global mobility, visas, work permits, and licensing for our international faculty body.
• Ensure absolute legal and operational compliance regarding foreign workforce management while continuously optimizing the international onboarding experience.

III. KEY SELECTION CRITERIA

1. Qualifications & Experience

• Education: Bachelor’s or master’s degree in human resources management, Business Administration, Psychology, or a related field from a prestigious university.
• Experience: Minimum 07 years of robust HR experience, including at least 02–03 years in a managerial or senior supervisory role overseeing core HR functions, preferably in multinational corporations or higher education.
• International Exposure: Proven track record in managing or overseeing complex expatriate/foreign employee lifecycles and global mobility compliance under Vietnamese labor laws.
• System-Building Track Record: Demonstrated experience in leading teams to scale HR systems, optimize data accuracy, and manage large-scale annual cycles.

• People Management & Delegation: Strong capability to lead, develop, coach, and monitor a team of specialists rather than executing tasks hands-on.
• Logical & Systematic Thinking: Exceptional ability to structure complex frameworks, govern data integrity, and enforce operational discipline.
• High EQ & Diplomatic Skills: Skilled in navigating sensitive academic dynamics, building trusted partnerships with a diverse international faculty body, and resolving complex employee relations with tact and empathy
• Cross-functional Coordination: Strong capability to partner effectively with college-level HRBPs and align smoothly with the Recruitment team to ensure a seamless transition from talent acquisition to employee lifecycle management.
• Language Proficiency: Excellent written and verbal communication skills in English.
• Core Behavioral Traits: Cultural sensitivity, critical thinking, resilience, adaptability, and strict discipline in execution.
