Procurement Lead

**Department:**

PMO — Tech Procurement

**Reports to:**

Head of PMO

**Level:**

Senior / Lead

**Location:**

Ho Chi Minh City

**About the Role**

The Procurement Lead owns Masan Group's technology procurement strategy end-to-end — from vendor evaluation and contract negotiation to license governance and spend oversight. This is a new function being stood up within the PMO, and the Procurement Lead will be its founding hire: building the team, establishing processes, and setting the standard for how Masan sources and manages its technology tools and platform vendors.

**Key Responsibilities**

• Own the full technology procurement lifecycle: vendor identification, RFP/RFQ, evaluation, negotiation, contracting, and renewal
• Define and maintain a vendor management framework covering SaaS, AI/agent platforms, and hardware for CrownX
• Manage technology spend budgets and produce periodic spend analysis reports for the Head of PMO and Finance
• Lead contract negotiations with key vendors to secure favourable commercial terms, SLAs, and exit clauses
• Evaluate build-vs-buy decisions in coordination with the Tech Product Lead and relevant engineering stakeholders
• Establish and enforce license compliance governance across all subscriptions (seat counts, usage audits, true-up cycles)
• Manage vendor relationships for the productivity tool stack (Claude, Figma, Foundry, Microsoft 365) and AI/agent platform providers (e.g., SoftwareOne)
• Partner with Finance on PO approval workflows, budget forecasting, and accruals
• Line-manage the Procurement Specialist and grow the team as scope expands
• Develop and maintain the annual technology procurement calendar, ensuring no renewals are missed

**Requirements**

• 5+ years of experience in technology procurement, IT sourcing, or vendor management — ideally in a large enterprise or conglomerate context
• Proven track record negotiating SaaS and cloud contracts with material annual value (>$500K)
• Strong commercial acumen: understanding of SaaS licensing models, AI platform pricing structures, and enterprise software agreements
• Experience managing multi-vendor portfolios across productivity, infrastructure, and emerging technology categories
• Excellent communication and stakeholder management skills — comfortable presenting to senior leadership
• Fluent in Vietnamese; business-level English required for vendor negotiations
• Experience in FMCG, retail, or technology-intensive industries is a plus

**What Success Looks Like in Year 1**

• Technology procurement function fully operational with documented processes and a vendor register
• All FY2027 software contracts negotiated and signed before renewal deadlines
• Measurable cost savings or value improvements versus prior-year spend
• Procurement Specialist hired and onboarded
