Position Overview The Learning & Organization Development (L&OD) Specialist is responsible for driving the organization's learning and capability development agenda while supporting key organization development initiatives.
The role focuses approximately 70% on Learning & Development, covering learning strategy, capability development, learning programs, LMS and digital learning, onboarding, and learning effectiveness. The remaining 30% focuses on Organization Development, including performance management, organizational effectiveness, culture, engagement, and change.
This role partners closely with HRBPs, business leaders, managers, and employees to translate business and organizational needs into practical and impactful people development solutions.
- Learning & Development - 70% Partner with HRBP and business leaders to identify capability gaps and translate business priorities into annual/quarterly learning plans and development priorities. Lead Learning Needs Analysis (LNA) in partnership with HRBPs and business leaders to identify capability and skill gaps and translate them into annual/quarterly learning plans and development priorities. Design and deliver end-to-end L&D programs for different employee groups, including compulsory trainings, onboarding, professional/functional skills, soft skills, leadership development, workshops, and knowledge-sharing initiatives. Foster a culture of continuous and self-directed learning through diverse learning approaches, including classroom learning, coaching, mentoring, e-learning, on-the-job learning, and interactive workshops. Lead the implementation and optimization of the Learning Management System (LMS) and digital learning platforms, including learning content, learning paths, adoption, user experience, and learning records. Leverage AI and digital learning tools to enhance content development, learning accessibility, personalization, and employee learning experience. Evaluate the effectiveness and impact of L&D initiatives through learning data, employee feedback, skill development, and business outcomes. Manage the L&D budget, vendors, policies, processes, and learning operations, ensuring effective resource allocation and consistent learning practices across the organization.
- Organization Development - 30% Manage and continuously improve the Performance Management framework & process, including goal setting, performance reviews, calibration, and development planning. Translate skill, performance, and talent insights into targeted development pathways and interventions to strengthen organizational capabilities. Support to enhance key Employee Experience & Engagement initiatives, including core values activation, employee handbook, employee listening, engagement programs, and key employee touchpoints; partner with HRBPs to drive consistent implementation and continuous improvement across the organization.
Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field. 4+ years of relevant experience, with solid hands-on experience in Learning & Development and exposure to Organization Development, Talent Management, or HRBP. Proven experience in managing end-to-end L&D initiatives, from needs analysis and program design to delivery and effectiveness evaluation. Experience in developing learning frameworks, learning plans, and capability/skill development programs. Hands-on experience with LMS/e-learning platforms and digital learning solutions. Have understanding of performance management, skill-based development, talent management, employee engagement, and organization development practices. Strong project and stakeholder management skills, with the ability to work effectively with business leaders, managers, HRBPs, and external partners. Strong communication, presentation, and facilitation skills in both Vietnamese and English.
