POSITION SUMMARY

This senior role provides high-level executive project management across the designated Portfolio of DGD Office, integrating VMC Member responsibilities, Legal Representative obligations, and Operations Portfolio oversight. The role coordinates and drives cross-portfolio projects, leads regulatory and governance initiatives under DGD direction and authority to ensure alignment, performance, and compliance across the Operations Portfolio.

 

Key Accountabilities summary

• Provide high-level strategic advice, executive leadership, and direct support to the DGD in relation to the designated portfolio’s operational planning, performance metrics, and milestone monitoring to maintain institutional focus across the highest-level priorities.
• Design, implement and govern localized operational tracking dashboards, proposal triage mechanism, and cross portfolio synchronization frameworks o optimize operational readiness and workflow efficiency across the DGDO network.
• Provide high-level leadership, strategic advice, and functional oversight to other cross-portfolio team members, advisory bodies and working groups participating in DGD-sponsored initiatives
• Act as a central facilitator within the senior leadership framework, collaborating closely with Business Partners, Executive Directors, and university stakeholders to build consensus, bridge operational gaps, and synchronize complex multi-portfolio mandates across divergent interests
• Manage and safeguard the administrative framework for the DGD’s legal representation, maintaining strict oversight of the Delegated Authority Register, authorization thresholds, and statutory fillings deadlines to ensure full compliance with Vietnamese legislation.
• Lead the RMIT Vietnam policy governance lifecycle as the primary liaison for the RMITU Policy Register, ensuring local alignment through coordinated impact assessments from related stakeholders and timely submission of amendment proposals
• Conduct executive reviews of official submission dossiers and statutory reports to ensure strict regulatory compliance, institutional alignment, and completeness prior to DGD signature
• Drive and execute change management initiatives arising from DGD Office’s portfolio decisions (organizational, process, policy changes) through impact assessment, communication planning and stakeholder coordination.
• Partner tactically with Government Relations and/ or appointed party to orchestrate external stakeholder engagement for DGD-sponsored initiatives, providing executive briefing packs, tracking actions, and managing high-stakes external correspondence.
• Evaluate, mitigate and resolve highly complex, interconnected bottlenecks that simultaneously impact financial tracks, operational tracks, and senior stakeholder dynamics to safeguard institutional integrity
• Other duties commensurate with the scope of the role

Key Selection Criteria

• Bachelor’s degree qualifications in relevant fields (Law, Business Administration, Project Management, Education Management) and relevant professional certifications are advantageous.
• Significant leadership skills, including the capacity to initiate, lead, and manage complex, multi-portfolio initiatives in a challenging and dynamic international education environment, and to provide strategic advice and support
• 10+ years of senior project leadership managing complex, multi-portfolio initiatives, preferably within international education.
• Demonstrated expertise in the areas of change management and project delivery
• Demonstrated expertise in navigating statutory requirements to lead policy coordination, conduct operational impact assessments and manage governance lifecycle
• Proven budget, financial awareness, performance reporting, operational planning, and business development skills
• Advanced experience in executive workflow management, including the review of official government dossiers and the maintenance of delegated authority frameworks
• High-level interpersonal and communication skills, with a proven capacity to lead, direct, and influence senior portfolio leaders, build consensus across divergent interests, and facilitate high-level internal, corporate, and government relations
• Demonstrated alignment with RMIT Values, proactive approach to operational change management and inclusive workplace practices.
• Ability to display appropriate behaviours in line with the position, RMIT Values and RMIT Leadership Model.
